…found about 10 bears that the owner appeared to be using to keep people from stealing any pot plants, said RCMP Sgt. Fred Mansveld.

The best part:
CBC News wrote:"[Officers] soon noticed the bears were docile and tame,"
:P

But on a more serious note:
CBC News wrote:Conservation officers now have to decide what to do about the bears, which might have to be destroyed because they have become too used to human food and contact, police said.
Seriously? Wouldn't a zoo or something be the perfect solutiion for bears like this?

For now, it looks like they're going to let the bears be, and maybe give them a little push if they don't start acting like bears again. The B.C. Minister of the Environment said if the bears don't disperse on their own, they will try to wean them off their civilized diet and lead them back into the wilderness with feeding stations.
B.C. aim to help bruins get back to bear necessities, Calgary Sun.

I bet the bears are growing it. I'd say the owner of the property is just a victim of circumstance. Bears are crafty...very well thought out plan, let the human take the fall.
