Note it's dated nearly three years after the event.
Now, all that's in there, from my reading, is an informants retelling of what the air force told him...so not exactly rock hard evidence.

An informant is anyone who gives information to an investigator, so this says some guy told an FBI agent some shit. I wouldn't call that evidence of a ufo coverup, or evidence of anything at all. People tell cops all kinds of things every day.
