tries to pass on the right

I can't identify the city but it's Russia for sure, you can see the traffic stopped to allow petrol tanker to make a wide turn in to a gas station, guy in safety green coat trying to stop traffic as the rider looks right, panics and crashes.
conversation goes something like this:
Rider getting up: "Mother $#%er!"
turns to his riding buddy: "Yeah, I'm fine"
looks at the guy in safety green who mumbled something: "What the hell does he want?!"
his buddy walks to the bike, trucker walks over:
Trucker: "You OK friend?"
Rider: "Yeah, Fine, what the hell are you doing?"
Trucker: "did you see him (Safety green guy) stopping traffic when the light turned red?"
while Safety green guy demonstrates his arm waving technique.
