any android app writers here?

i have an idea for an app.
basically what i and many of my fellow asthmatics and other pollution sensitive people need is an app that ties directly to whatever government/civil service that provides the pollution alerts.
then it could have an option to change the wall paper on orange and red days, so the user knows exactly what the air quality is so he/she can act accordingly. it wouldn't need to update often, just maybe hourly.
weatherbug is supposed to do that kind of thing along with the weather, but it works like crap most of the time.
