I'll admit it: I hadn't seen that before, and was therefore surprised to learn that it was the source for a lot of animated gif snippets I've seen on teh webz. Now I know. The work had a familiarity to it which I couldn't place, but I lern off the wiki that Mr Herzfeldt works with pen and 16mm film, so that explains why this reminds me of something I would have seen at the midnight showing of the Sick & Twisted Animation reel at the art theater in 1991.
